四年前,我成功連任立法會議員,並當選為立法會主席。議會裡各黨派常有不同以至對立的意見,我作為主席所作的裁決,倘涉及有爭議的議題,不可能獲得各黨派完全同意。 然而,我一直堅持嚴格按照法律和程序,無私無畏、不偏不倚地執行主席的職權。這是我對議會、對市民的承擔。 過去四年,儘管議會裡經常有激烈的爭論,立法會仍成功通過了多項重要的條例,包括最低工資條例、競爭條例、公司條例以及規管一手住宅樓宇售賣和不良營商手法的條例等,當然還有「2010年政改方案」,規定今年行政長官和立法會的選舉辦法,讓香港政制發展向前邁進了一步。 這幾年裡,立法會亦通過了政府提出的多項財務建議,批准了總開支超過五千億港元的二百五十多項公務工程,創造了數以萬計的就業機會。這些都是立法會裡各黨派議員摒除歧見,共同努力的成果。 未來數年,是香港落實普選的最後階段。在迎接普選的時候,香港要面對政治、經濟、社會發展的重大挑戰。我們要為普選行政長官和立法會的辦法凝聚共識,作出決定。我們要促進社會公平,增加向上流動的機會,縮小貧富差距,讓基層家庭分享經濟發展的成果。我們要應對全球經濟波動,健全本港經濟結構,為持續發展提供新動力。 作為代表市民意見、監督政府施政的機構,立法會在香港的發展中擔當著重要的角色。新一屆的立法會怎樣組成,它在未來數年怎樣運作,關係到香港的命運:我們是否能夠成功建設一個民主、公平、有競爭力的香港?還是會讓矛盾撕裂我們的社會,讓紛爭堵住我們的前進?立法會的表現是一個重要因素。 立法會要有效地運作,發揮它的憲制作用,必須有一個公正持平、熟悉法律和程序、有能力、有承擔的立法會主席。 我參加立法會換屆選舉,爭取連任,在未來幾年這個關鍵時期,繼續為香港服務。希望得到您的支持。

| Dear friends,
Four years ago, I was re-elected into Legislative Council, and with the support of the majority of its members, became President of the Council.
Opinions in the Council are often divided and onflicting, and the
President's rulings on controversial issues may not always have the agreement
of all parties.
Nevertheless, I have always performed my
duties in strict accordance with the law and procedures, without fear or
favour, for so much is my commitment to the Council and to the people.
Despite the often vigorous debates in
the Council, a large number of important ordinances have been enacted in the
past four years. These include the Minimum Wage Ordinance, the Competition
Ordinance, the Companies Ordinance and ordinances regulating the first-hand
sales of residential properties and unfair trade practices. There was also the
"constitutional reform package" in 2010, laying down the methods for
electing the Chief Executive and the Legislative Council this year and
constituting a significant step forward in Hong Kong's political development. During the same period the Council
approved a large number of financial proposals and endorsed over 250 public
works projects valuing a total of over $500 billion and providing tens of
thousands of jobs. It was the willingness of all parties in the Council to put
aside their differences and work together that made these achievements
possible. The next few years will see the final
stage of Hong Kong's democratization process. As we prepare ourselves for
universal suffrage, we have to rise up to a number of austere challenges in our
political, economic and social development. We have to reach a consensus on
determining the methods for electing the Chief Executive and all members of the
Legislative Council by universal suffrage. We have to address problems of
social inequity, find ways to facilitate upward mobility, and narrow the wealth
gap so that grass-roots families can share the fruits of economic growth. We have
to respond to the volatile global economy, strengthen our economic structure
and create new momentum for sustained growth.
As an institution that collates public
opinion and monitors the work of the government, the Legislative Council plays
an important role in Hong Kong's development. The Council's composition in the
new term, and the way it works, will have an important bearing on how Hong Kong
moves forward. Will we be able to build a democratic, fair and competitive Hong
Kong, or will conflicts divide us and disputes halt our progress? The
performance of the Legislative Council will be a decisive factor. For the Legislative Council to function
effectively and fulfil its constitutional role, it must have a President who is
fair and just, who knows the law and procedures, and who has the competence as
well as the commitment to ensure that the Council serve the greatest interest
of Hong Kong. I have been nominated to stand for re-election, to serve Hong
