Q: What causes staff turnover and how to manage it?
A: Staff turnover can be a result of staff dissatisfaction in one or more than one aspects such as salary, reward & recognition, working environment, corporate policy & culture, career development, etc. Organizations may consider conducting an opinion survey to find out staff satisfaction on different hygiene factors and thereafter initiate corresponding actions (e.g. salary adjustment, development of a career ladder, etc) to enhance staff morale.

March 2008 HR Highlights
There have been concerns on the new Labor Contract Law by the Hong Kong investors since its introduction in January this year. Among the law’s most controversial terms is one that allows employees who have worked for a company for 10 straight years to ask for an open-ended employment contract, which critics deems the equivalent of an “iron rice bowl”. In response to that, National People’s Congress spokesman Jiang enzhu said that the law was introduced after thorough public consultation and studies and there are situations in which an open-ended contract can be terminated: for example, when an employee breaches rules or is physically unfit for work. Ms. Xin Chunying, Deputy Director of the Legislative Affairs Commission of the NPC Standing Committee, added the new law clearly states that employers can terminate open-ended contracts under at least 14 circumstances, including employees seriously violating company rules or regulations, or being incapable of doing their job, even after training. It also allows employers to end contracts if they suffer serious economic problems or experience unforeseen circumstances that effectively invalidate the contracts they have with employees. According to Mr. Li Yining, a senior economist and political advisor, legislators are drafting regulations on the implementation of the new Labor Contract Law to eradicate any confusion or controversy associated with it. Li said the regulations should help solve the problems found in the initial executive phase. He pointed out that the level of communication between the legislators and related groups is insufficient and that has led to misunderstandings about the law. Li said legislators will discuss the details of the labor law with the Chinese People’s Political Consultative Conference members, several of whom are owners of labor-intensive businesses.
