Q: What is Job Evaluation?
A: Job evaluation is a practical technique, designed to enable trained and experienced staff to judge the size of one job relative to others. Seminar on Coping Strategies for New Labour Contract Law in China
The Chinese Manufacturers' Association, May 6, 2008

 
We are proud to announce that the seminar on 'Coping Strategies for New Labour Contract Law in China' co-organized with the Chinese Manufacturers' Association on May 6, 2008 was completed with an overwhelming success with an attendance of more than 80 people.

The seminar, delivered by Mr. Wilson Chu, Partner and Senior Consultant of HMI Consulting Limited and Ms. Linda Ho, PRC Lawyer of Chiu, Szeto and Cheng Solicitors, aimed to provide the practical tips on how to resolve the technical issues brought about by the implementation of the New Labour Contract Law in China. During the seminar, Linda shared the answers to the top 10 questions asked by corporations about New Labour Contract Law, while Wilson shared the knowledge of building a Performance Appraisal system that copes with the New Contract Labour Law. Wilson also illustrated the issues of implementing such Performance Appraisal System, such as how to communicate the fairness of the system to all employees and the effective use of the appraisal results.

Inflation

Hong Kong’s inflation rose to 5.4% last month, the highest in more than a decade. The year-on-year increase was 0.1 of percentage point higher than the underlying inflation rate in March. A government spokesman said the pick-up in inflation pressure in recent months was largely due to the upsurge in food prices and the sustained strong economic growth also added pressure on prices and costs. Last month’s increase in the Consumer Price Index was the highest since January 1998. Food prices recorded the largest year-on-year increase of all CPI components, rising 19.4%, while the cost of dining in restaurants went up 6%.  [Source: SCMP (A2)/ The Standard/ HKEJ (P7), 23 May 08]
 
Besides inflation concerns, Small and medium-sized enterprises (SMEs) in Hong Kong and on the mainland have less confidence in the business environment also due to China’s overheated economy and a slowdown in the United States, according to the survey by United Parcel Service. The survey found only 39% of SMEs in the region predicted growth in trade with the US this year, compared with 51% last year. Hong Kong respondents appeared most worried with 57% indicating their businesses would be hampered by a struggling US economy. 14% of Hong Kong SMEs predicted a decline in business this year, double the regional average.   [Source: SCMP (B4)/ HKEJ (P7)/ HKET (A14)/ China Daily (P14), 28 May 08]
 
Compensation and Benefits
 
The Court of Appeal dismissed an appeal filed by Wing On Travel Service Limited against an earlier ruling that tips received by tour guides should be considered as part of their salary. The case started when 15 former Wing On tour guides made claims in the Labour Tribunal in April 2006 that their tips should be included as their salary for the purpose of claiming holiday pay and overtime compensation. The judge ruled that tips should be included as salary when calculating for holiday pay.[Source: China Daily (HK-1), 10 May 08]

China Focus: Legislation – Labor Contract Law

Beijing is offering to make significant concessions on some controversial terms in its recent labour contract law. The central government on May 9 sought public views on proposed implementation guidelines of the law. These include detailed definitions of the conditions under which employees are qualified to pursue an open-ended contract and circumstances in which such contracts can be rescinded. A key concession allows employers to terminate an open-ended contract under any of 14 circumstances ranging from a worker’s breach of duties to an employer’s financial inability to operate.  Another term of the legislation stipulates that workers are qualified to pursue an open-ended contract only after working with a company for more than 10 years, which includes the period of employment before the labour contract law came into effect. [Source: SCMP (B1), 10 May 2008]
