Q: How frequently should staff performance appraisals be conducted?
A: Normally the performance appraisal will be conducted twice per year, with developmental review in mid-year and performance assessment at year end.  Usually the mid-year appraisal is for staff development and needs not to be a full report, whereas the year-end appraisal is more reward-oriented.

Seminar - Balance Scorecard Implementation in Practice

We are proud to announce that the seminar on Balanced Scorecad Implementation in Practice for the Treasury, The Government of HKSAR, hosted at the Hong Kong Central Library on July 30, 2008 was completed with an overwhelming success with an attendance of more than 120 people.

The seminar, delivered by Mr. Wilson Chu, Partner and Senior Consultant of HMI Consulting Limited (photo above), aimed to provide the practical tips on how to deploy corporate directives and to manage corporate and departmental performance using the Balanced Scorecard (BSC) management tool. In the seminar, Wilson shared the knowledge of using BSC in the development of annual objectives, KPIs, quantifiable targets and action plans. He also illustrated the issues of BSC implementation, such as the integration of BSC with other management systems and the potential change resistance, via case studies.


July 2008 HR Highlights 

A growing minority of small and medium-sized companies in Asia are turning pessimistic in their outlook for the economy in the second half of this year, an HSBC survey shows. Around the region, SMEs in Hong Kong and Vietnam have experienced the greatest downturn in business confidence, according to the survey that polled 3,008 SMEs in May. The lender’s commercial banking division has already seen some struggling manufacturers in the Peal River Delta pull out due to rising costs and an appreciating yuan. However, the bank said that, overall, SMEs were optimistic about Hong Kong as a place to do business in the south China region. Of the two-thirds of Hong Kong SMEs doing business with the Pearl River Delta, 92% expect trade to continue at current levels or grow. On the other hand, a survey by Hudson showed that fewer Hong Kong executives expect to expand their staffing levels this quarter when compared to the previous quarter. The survey found 42% of 746 executives expected to increase hiring in the third quarter, a drop from 57% in the previous quarter. Only 1% of those surveyed said they expected to cut staffing levels, while 71% of respondents said they had not seen any reduction of turnover in the past year. Additionally, just 13% of respondents said they could reduce salaries for new managerial hirings.  56% of employers, especially those in the banking, finance, information and legal sectors, are continuing to look for talent overseas, including the mainland.  [Source: SCMP (A3)/ HKET (A4), China Daily (HK-1)]

3. German engineering giant Siemens unveiled that 16,750 jobs would be cut worldwide, almost one-third of which would be at home. [
