Q: What is Job Analysis?
A: Job analysis is a method to document the requirements of a job and the work performed, of which the results usually serve as references in activities such as staff recruitment and selection, training needs assessment, compensation, performance appraisals and organizational analysis/ planning, etc. Common ways to conduct a job analysis include interviews with incumbents and supervisors, questionnaires, observation, and gathering background information such as duty statements, etc .

September 2008 HR Highlights

Business Environment
Finance chief John Tsang Chun-wah warned of tougher times ahead but left the forecast for Hong Kong's annual economic growth unchanged at between 4 and 5%. He said although 2009 will be a more difficult year, it is not necessary to adjust the forecast of growth at the moment. However, Hang Seng Bank has already revised down the 2008 economic growth forecast to 4.3% from 5% last month, JPMorgan's forecast down to 4% from 4.8% and DBS Bank also revised to 4.2% from 4.7%.Meanwhile, Mr. Tsang said he expected the jobless rate to rise in the next few quarters. HR Trend
While the economic growth is predicted to slow down, Hong Kong employers will be more prudent in their hiring in the fourth quarter of 2008 amid an economic slowdown, according to a study by Manpower Services (Hong Kong) Limited. The firm recently conducted a manpower-outlook survey, interviewing 804 employers in Hong Kong and close to 55,000 employers worldwide to find out their hiring intentions for October through December of this year. Only 19%, as opposed to 30% in the previous quarter, planned to hire more staff in the next quarter. Only 4% were anticipating staff cuts, but 73% did not plan to make any changes to their staffing levels. Meanwhile, as employers tend to be rather conservative about hiring, the survey also observed that jobseekers are also taking a more cautious approach about hopping between jobs than before. Meanwhile, according to the latest quarterly survey conducted by the Hong Kong Institute of Human Resource Management, the overall average vacancy rate was at 3.9% for the second quarter, 0.7 percentage points lower than in the first quarter. The highest vacancy rates were in the property development, real estate and construction sectors at 5.75%, followed by the financial services, banking and insurance sectors at 5.2%. Meanwhile, growth in new jobs also eased slightly to 0.89%, 0.23 of a percentage point lower than in the first quarter and 0.95 of a percentage point lower year on year. Second-quarter turnover rate was 4.36%, up 0.42 of a percentage point from the previous quarter. Retail had the highest turnover rate at 8.58%, followed by property development, real estate and construction at 6.67%. Wilfred Wong Kam-pui, Institute's president, said the mood of uncertainty about a possible economic slowdown may also result in a “wait-and-see” hiring attitude on the part of most companies during remainder of the year. Moreover, Lai Kam-tong, immediate past president of the Institute, said the survey data showed decreases in the job vacancy and new job growth in the second quarter, which reflect a potential slowdown in the pace of job creation among Hong Kong companies. effect.
