Dear ICTI CARE Process Supporters and Friends,

As you know, we conducted a survey among ICTI CARE Process (ICP) supporters and friends in late 2009. It was sent to more than 1.200 toy factories and covered questions on issues such as ICP standards, auditors, challenges relating to wages and working hours, and asked for suggestions as to what the ICP could do to improve communication and support to toy factories.
如你所知,我们在2009年底对国际玩具业协会商业行为守则(简称ICP)的支持者和朋友们进行了一次调查。此次调查问卷发送给超过1200个玩具工厂,问题涉及到诸如ICP标准,审核员,关于工资和工时的挑战,同时对于ICP怎样做才能加强沟通和支持玩具工厂而征求意见。
I am happy to report that we received nearly 500 responses from factories. This represents an impressive 41% response rate - very high for a survey such as this.

In addition to thanking you very much for your responses, I thought you would be interested in learning some of the highlights from the survey results:

• 70% of survey respondents are factories with less than 500 employees;

• 85% of survey respondents have a valid ICTI CARE Process Seal of Compliance;

• 84% of survey respondents indicated that they are audited by their customers or others for compliance with the ICP process between 1 and 6 times per year;

• When asked about the root-cause of non-compliances in a toy factory,
当被问及一个玩具工厂不遵守社会责任的根本原因时,
o 21% of respondents indicated it was because of short lead times and

o 19% said it was because of low prices;

• When asked about wages, only 56% of survey respondents indicated that typical toy factories comply with legal wage rates in China (many believe there are wage gaps);

• Of those that believe there is a wage gap in typical toy factories, the wage gap indicated was between 100 - 500RMB per employee per month;
对于那些认为一个典型的玩具工厂存在工资差距的,此工资差距表示每名员工每月100到500元人民币;
• For those factories with a wage gap, 47% of respondents indicated that the ICP should prescribe a grace period for factories to come into compliance of between 3 to 12 months;
对于这些有工资差距的工厂,47%的受访者表示ICP应该给予工厂从3到12个月的宽限期来达到遵守;
• When asked about working hours, 44% believed the ICP should permit working hours of up to 72 hours per week in peak seasons;
当被问及工时,44%的受访者认为ICP应该允许旺季的工时每周长达72小时;
• When asked about ICP approved auditors, 68% indicated that they are satisfied with auditors and their performance and 74% believe that the auditors are professional;

• Of those that are not satisfied, 58% indicated that they were not happy with the quality of the auditors or with their inconsistent interpretations of ICP standards;

• When asked about the issue of auditor integrity, 13% of respondents indicated that auditors have requested an advantage to pass a social compliance audit;

• When asked how the ICP can address integrity issues among auditors, the majority of respondents indicated that a hotline should be set up.

As you can see from the above, we have learned a great deal from ICP supporters and friends. Thank you to all who participated in the survey. We very much value your feedback and support. We will continue to look for ways to improve the ICP and to help the toy industry to raise the compliance levels of toy factories.
