New Energy Labelling for Electrical Lamps and Luminaires
2012年7月12日，欧盟委员会采纳《委员会授权法规 (EU) No 874/2012》，补充了《2010/30/EU指令 中有关灯和灯具能源标签的规定。 《No 874/2012法规》于2012年10月16日生效，而对于灯和灯具的规定分别在2013年9月1日及2014年3月1日开始实施。
On 12 July 2012 the European Commission adopted Commission Delegated Regulation (EU) No 874/2012 supplementing Directive 2010/30/EU with regard to energy labelling of electrical lamps and luminaires.
Regulation No 874/2012 enters into force on 16 October 2012 and shall start applying from 1 September 2013 for lamps and from 1 March 2014 for luminaires.

《(EU) No 874/2012法规》为电灯制定标签和提供补充产品资料的要求，比如：
Regulation (EU) No 874/2012 establishes requirements for the labelling of and the provision of supplementary product information on electrical lamps such as:
- 钨丝灯/Filament lamps，
- 荧光灯/Fluorescent lamps，
- 高强度气体放电灯(High-intensity discharge lamps)，
- LED灯和LED模块 (LED modules)，
法规亦为用于操作上述灯类和销售给最终使用者的灯具制定标签，包括并合到其他产品的灯具，而该产品在使用过程中并非依赖能量输入来发挥主要功用。
and for the labelling of luminaires designed to operate such lamps and marketed to end users, including when they are integrated into other products that are not dependent on energy input in fulfilling their primary purpose during use.
通用要求/General Requirements
《(EU) No 874/2012法规》明确指明：
Regulation (EU) No 874/2012 specifies notably:
• 灯和灯具标签的设计和内容/Design and content for the labels of lamps and luminaires,
• 有关灯的产品单张内容/Content of the product fiche for lamps,
• 有关灯和灯具的技术文档内容/Content of the technical documentation for lamps and luminaires,
• 灯和灯具的广告和技术性推广资料包含能源效益级别 (Energy Efficiency Class) 的条款/Terms of inclusion of the Energy efficiency class in advertisements and technical promotional material of lamps and luminaires,
• 给予未能向亲身看到灯和灯具陈列产品的最终使用者 (如远端销售) 提供的相关资料/Information to be provided where end-users cannot be expected to see lamps and luminaires displayed (ex. for distance selling),
在销售点展示的灯和灯具的标签设计/Label design for lamps and luminaires presented at a point of sale
灯有几种类型的标签，取决于标签是否印在包装上，以及包装上是否已经备有所需信息。
For lamps, there are several types of labels depending on whether the label is printed on the packaging or not and depending on the information already provided o the packaging.
灯具则有一个通用类型标签，标签可有几种变化，取决于灯具是否：
For luminaires, there is one generic type of label with several variants depending on whether the luminaire:
• 只能兼容于特定能源级别的灯/is compatible with lamps of specific energy classes only,
• 能兼容于所有能源级别的灯/is compatible with lamps of all energy classes,
• 只包含不可更换的LED模块/contains only non-replaceable LED modules,
• 在可由用户更换的灯中含有不可更换的LED模块和插口，并配有灯，以及/contains both non-replaceable LED modules and sockets for user-replaceable lamps, with lamps included, and
• 在可由用户更换的灯中含有不可更换的LED模块和插口，却无包含灯/contains both non-replaceable LED modules and sockets for user-replaceable lamps, with lamps not included.

· 原来有关家用灯能源标签规定的《98/11/EC指令》将于2013年9月1日废止。
· 《No 874/2012法规 》须与《No 244/2009法规 》及《No 245/2009法规》同时执行。后者两项法规按照有关建立能源相关产品生态设计要求的框架（《指令2009/125/EC》），建立了灯的生态设计要求。
Notes:1.Previous Directive No 98/11/EC with regard to energy labelling of household lamps shall be repealed from 1 September 2013.2.Regulation No 874/2012 has to be implemented in parallel with regulations No 244/2009 and 245/2009 setting ecodesign requirements for lamps pursuant to framework directive 2009/125/EC for the setting of ecodesign requirements for energy-related products.DEKRA are happy to help you.
