2011年3月31日， DEKRA在上海设立了新的亚洲总部并为此举行了盛大的落成仪式。DEKRA e.V. 和 DEKRA SE 管理董事会主席 Stefan Kolbl 及闸北区政府领导出席并参加了此次活动。在新亚洲总部开业庆典上Stefan Kolbl 表示：「中国在 DEKRA 的全球拓展战略中具有重要地位。我们正在实施在全球所有地区都成为领先的专家机构的战略。」新的 DEKRA上海将 是全亚洲所有活动的中心所在。

产品测试和认证是 DEKRA 在中国的重要发展领域。DEKRA 已经总部设立了一个中国最先进的电子测试实验室符合IEC-62560标准的LED光源与照明产品专业CB实验。DEKRA SE 管理董事会成员、工业业务部门负责人 Mark Thoma 解释说：「我们正在和出口行业密切合作，而且要对全球产品的安全和质量做出重要贡献。」

DEKRA集团( DEKRA Group) 位于上海的检测中心已于2011年4月中旬正式投入运营。该中心不仅可以提供关于LED光源产品的电气及光生物安全检测，还可以提供LED灯具的各项采光性能检测及认证。
DEKRA是亚洲首家按照新标准IEC 62560提供LED光源产品测试与认证的CB检测实验室。已于2011年3月得到国际电工委员会IECEE的官方认可。这意味着，亚洲LED光源与照明产品的生产商和零售商可以在国内进行其产品测试。德凯达同时还会进行“LED Performance”的商标认证，将LED照明产品进行性能检测和认证。

Producers and retailers of Asian LED lamps can now have their products tested locally for electrical safety.DEKRA is the first testing and certification service provider to carry out CB tests for self-ballasted LED lamp according to the new IEC standard IEC 62560 in Asia. The company has received official recognition by IECEE in March 2011. This is another milestone in strengthening its leading position for LED product testing and certification. The service offerings are now complete and include safety, EMC, photobiological safety and lighting performance. DEKRA expects its LED Technology Assessment Center in Shanghai, China, with two state-of-the-art mirror gonimeters, to be fully operational by Mid April 2011 and will be able not only to test against electrical and photobiological safety but moreover performance of LED lighting products. DEKRA at the same time is launching its global “LED Performance“ mark aiming to differentiate low quality LED products from high quality LED products.
