I. Highlights

1. Amendment to motion “Expeditiously launching the Fourth Comprehensive Transport Study”
I moved an amendment to the motion “Expeditiously launching the Fourth Comprehensive Transport Study” at the LegCo meeting on 7 Jan 2015. I urged the Government to expeditiously launch the Fourth Comprehensive Transport Study to perfect the mass transit network, to conduct a review of the distribution of and arrangement for road usage, to enable various modes of public transport to have a clear positioning, complement each other, maintain reasonable competition and develop in a sustainable and healthy manner; to formulate a forward-looking and long-term transport development blueprint, and in consultation with various stakeholders, to ensure proper and orderly implementation of the related transport infrastructure planning and projects according to their priorities, to promote Hong Kong’s economic development and to provide the public with better and more efficient transport services at reasonable fares. The original motion and my amendment got supports from the LegCo members and were passed. 


2. The Chief Executive's Q&A session on the Policy Address
In the Policy Address 2015, the CE puts forth some measures to promote the development of professional services, innovation and technology, creative industries, logistics and some other industries. However, the authority is often criticized for lagging of a set of comprehensive policies, strategies and objectives to enhance our competitiveness and promote long-term development of the society. I asked the CE at the LegCo meeting on 15 Jan 2015 whether there are latest ideas on formulating a comprehensive industrial policy in connection with land, capital, taxation, talents training, and government-industry-academy cooperation. The CE replied that the Government will continue to expand existing lead industries and foster new industries to expedite our economic growth through various measures. The Government hopes to have more feedbacks and views from members when formulating industrial policy. 


3. Responses to the Policy Address 2015
On 15 Jan 2015, together with other six LegCo members from the Business and Professionals Alliance for Hong Kong, a press conference was held to respond to the Policy Address 2015. We welcome the Youth Development Fund and we look forward to seeing more capital injected into the fund. We support the proposals to nurture local manpower and to attract talent from outside, as these could help sustain the economic growth and quality of services. Also, we support the actions to increase land and housing supplies, and urge the Government to timely launch the needed infrastructural projects.  


4. Landfill and incinerator funding requests passed 
Funding requests for the landfill extensions to the Tseung Kwan O, Ta Kwu Ling, and Tuen Mun and for the incinerator at Shek Kwu Chau were passed at the Finance Committee meetings in December 2014 and January 2015. The delay of the funding requests has already caused the costs to rise, and affected the overall plan for strategic management of municipal solid waste.


5. Subcommittee on Waste Disposal (Amendment) Regulation 2013
In order to solve the odour concern arising in the Tseung Kwan O landfill, the administration considers that the landfill should accept only construction waste. Some of the measures require legislative amendments and some are administrative. A subcommittee was formed to study the amendment regulations and I joined the subcommittee. The Subcommittee has completed scrutiny of the two Commencement Notices at the meeting on 9 Jan 2015. There is no amendment moved by the Subcommittee. 


6. Select Committee to inquire into the background of and reasons for the delay of the construction of the Hong Kong section of the Guangzhou-Shenzhen-Hong Kong Express Rail Link (XRL)
The Select Committee was set up under the House Committee to look into the background and reasons for the delay of the construction of the XRL. The work of the Select Committee will be divided into three main stages, i.e. preparation, obtaining evidence and drafting and finalization of the report. The Select Committee will target to complete its work by April 2016. The first meeting was held on 9 Dec 2014 to discuss on major areas of study, work plan, and indexing system for Select Committee papers. I also joined the Select Committee. 


7. Meeting with the CEDD and the BD regarding implementation of dangerous hillside order
On 15 Jan 2015, together with the resident representatives of Cheung Chau, I had a meeting with the Government representatives from Civil Engineering and Development Department (CEDD) and Building Department (BD) regarding the implementation of Dangerous Hillside Order (DHO). The resident representatives expressed their concern over the issues of the application for extension of time in complying with the DHO; seeking advice on how to proceed with the needed geotechnical works, the appointment of Authorised Person/Registered Geotechnical Engineers; and financial assistance available for the owners. It was an open and productive meeting. Further communication and follow-up actions were discussed.
