I. Highlights

1. Moved a motion of “Formulating a long-term and comprehensive industrial policy”
I moved a motion of “Formulating a long-term and comprehensive industrial policy” at the council meeting on 18 March 2015 to urge the SAR Government to expeditiously formulate a long-term, comprehensive, balanced and forward-looking industrial policy to introduce development strategies and ancillary measures for pillar industries, emerging industries and traditional industries respectively, and allocate resources correspondingly, so as to create a diversified environment for employment and business start-up, facilitate Hong Kong's economic restructuring, enhance overall competitiveness, ensure sustainable development of Hong Kong's economy and stable growth of government revenue, and create more upward mobility opportunities for new generations, thus improving people's livelihood. My original motion and other amendments got supports from the LegCo members and were all passed. 

2. Delivered Chairman Report of the Bills Committee on District Cooling Services Bill
I delivered the chairman report of the Bills Committee on District Cooling Services Bill at the LegCo meeting on 25 March 2015. The Bills Committee has held eight meetings to discuss the Bill with the Administration and received views from the public at one of the meetings. The Bill proposes to provide for matters relating to district cooling services, including the imposition of charges for the services and other related matters. The Bill was passed at the meeting and it comes into operation on 27 March 2015 on which the Bill is published in the Gazette as an Ordinance.

3. Elected Chairman of the Subcommittee on proposed resolution relating to the establishment of the Innovation and Technology Bureau
The original Resolution to give effect the transfer of statutory functions for the establishment of the Innovation and Technology Bureau (ITB) was made and passed by the LegCo on 29 October 2014, but the 2014-15 funding proposal could not be approved by the Finance Committee in time for the relevant changes to be included into the Draft Estimates of Expenditure for 2015-16. It follows that the original Resolution could not commence. As such, the Government proposed to amend on the commencement clause of the original Resolution. A Subcommittee was set up in March to study the details and a meeting was held on 24 March. I was elected Chairman of the Subcommittee. However, due to technical legal issue, the Government decided not to proceed with the Amending Resolution. The Government will repeal the original Resolution and introduce a new Resolution later.

4. Subcommittee on Rating (Exemption) Order 2015
In the 2015-2016 Budget, the Financial Secretary announced five one-off relief measures, one of which is the proposal to waive rates for the first two quarters of 2015-2016 subject to a ceiling of $2,500 per quarter for each rateable property. The rates exemption measure will result in revenue forgone of $7,741 million. The 2015 Order was gazette on 25 Feb 2015 and will come into operation on 1 April 2015. A Subcommittee was set up to study the details and I have joined the Subcommittee in March. The scrutiny period of the Order will be extended to the Council meeting of 6 May 2015.

5. Subcommittee on Four Subsidiary Legislation related to Competition Ordinance
The Competition Ordinance is to prohibit and deter undertakings in all sectors from adopting abusive or other anti-competitive conduct which has the object or effect of preventing, restricting and distorting competition in Hong Kong. Four pieces of subsidiary legislation were gazetted on 18 and 25 Feb 2015 respectively, namely: Competition (Application of Provisions) Regulation; Competition (Disapplication of Provisions); Competition (Turnover) Regulation; and Competition Ordinance (Commencement) Notice 2015. The regulations will come into operation on 17 April 2015. A Subcommittee was set up to study the details and I have joined the Subcommittee in March.

6. Creation of one permanent Chief Architect post in the Housing Department
At the LegCo meeting of the Panel on Housing on 2 March 2015, the Government proposed to create one permanent Chief Architect (CA) (D1) post in the Housing Department (HD) to cope with the additional workload arising from the further increase in public housing production target. As a result of the increased complexity of projects, rising public expectation, and the need to comply with the latest statutory requirements and various initiatives that have been implemented over the years, the current manpower is fully engaged. I support the proposal and believe it is necessary to create a new post in order to meet the public housing production target.

7. Appointed as member of the Hong Kong Housing Authority
I have been the member of the Building and Tender Committees of the Housing Authority (HA) for several years. I am glad to be appointed a new member of the HA. The appointment takes effect on 1 April 2015 and the term is two years.
